MISSION
Congress established the Child Support Enforcement Program in 1975 under Title IV-D of the Social Security Act to collect child support. The program's goal is to ensure that all children are supported financially by both parents and to reduce the number of children receiving public assistance.
The increase in the rate of divorce, separation and out-of-wedlock births has been dramatic in the United States. There are more than one million children in Ohio who are entitled to child support.
The Child Support program is a joint effort involving federal, state and local agencies administered in Ohio by the Ohio Department of Job and Family Services, Office of Child Support (OCS). States and local agencies establish and enforce support orders.
Under Ohio law, all child and spousal support must pass through a local Child Support Enforcement Agency (CSEA) in order to be applied to an obligation. Child support services, such as those listed below, shall be available to all OWF(Ohio Works First) Medicaid, or IV-E foster care applicants or recipients upon referral, and to any other person upon referral. In addition, CSEAs are required to handle collections for all child and spousal support cases, including individuals who are not on public assistance and who have not formally requested services.
Services provided through the CSEAs include:
- Location of non-custodial parents
- Paternity establishment
- Establishment and enforcement of child support orders
- Establishment and enforcement of medical support orders
- Collection and distribution of child support payments
- Review and modification of support orders

Frequently Asked Questions:
- When was the last payment received and when will I get it?
Call 1-800-860-2555 which puts you into the state child support computer system and you can obtain all payment information and arrearages.
- How long will it take to establish a support order and start receiving money?
Depending on the circumstance of each case, but at least six (6) weeks.
- What's going on with my case?
Customer Service Representative may have to research this issue and call you back later or it may be referred to the assigned Case Manager.
- How do I get my child support raised or lowered?
Request in writing that your case be reviewed for adjustment. Include both parties names and your case number. This task may take up to 120 days to finalize or the case may not qualify for review by the CSEA if the order has been modified in less than three (3) years.
- What do I do to get paternity established?
Contact the CSEA and request that a case be opened and fill out appropriate applications and forms. The Case Manager will contact to you to set up an appointment and conference, then DNA testing can be scheduled .
- How do I get visitation with my child or custody?
Custody must be obtained from the court that issued the original custody. It the parties were never married and paternity has been established, you would need to file in Juvenile court. If a court ordered the visitation, you may have to file a contempt charge against the non complying party in that court. We do not resolve visitation problems at the CSEA but we currently have a Visitation Meditation Access Grant that can assist in working out an agreement if both parties will participate.
