Rule 9 Files The Clerk shall file together and carefully preserve all papers delivered to the Clerk for that purpose, in every action or proceedings and shall dispose of the same only pursuant to law upon the direction of the Court or the records commission of the State of Ohio. Copies of all papers, except transcripts of proceedings, belonging to the files of the Court shall on demand be furnished by the Clerk to attorneys or parties interested, upon payment of a reasonable fee to be established by the clerk. Certified copies shall be provided upon payment of the statutory fee. The Clerk shall be permitted to make a copy of any paper in the files of the Court except depositions and transcripts of proceedings for any party to an action or his attorney or agent. Parties to an action or their attorney may review depositions and transcripts in the offices of the Clerk of Courts. Copies of depositions and transcripts for parties or their attorney are to be obtained from the Court Reporter/Transcriber who prepared the same. Files shall not be removed from the Clerk's Office, except to the office of the Assigned Judge by the staff of that Judge. Non-parties shall be permitted to review and have copies made from all files and papers in the Clerk's Office that are public record, except those files and papers that are confidential reports in criminal cases, civil or domestic cases or portions thereof that are ordered sealed, and records of secret indictments before the apprehension or admission to bail of the accused. The Clerk may charge a reasonable fee for the making of copies. Non-parties may not remove filed from the Clerk's Office. If the number of copies requested is great, the Clerk may require payment of the cost of having the copies made be a commercial copying company. Washington County Clerk of Courts
